Whatcom County’s Long Term Recovery Group (Whatcom Strong) is pleased to announce that we are now accepting applications for Disaster Case Managers.
The Whatcom Long Term Recovery Group is working collaboratively to lead recovery and rebuild efforts. Made up of a broad representation of philanthropy organizations, nonprofits, businesses, government, faith community, civic groups and schools, they are working together to chart a path forward.
POSITION: Disaster Case Manager
FULL-TIME: 2 full time Bilingual (Spanish) positions, maximum 40 hours a week 1 full time position, maximum 40 hours a week
PART-TIME: 1 part time position, maximum 20 hours a week

DESCRIPTION:
Disaster Case Managers (DCMs) provide disaster case management services to individuals and families impacted by disasters. DCMs complete Needs Assessments, develop Disaster Recovery Plans, and make appropriate community referrals for additional services. The DCM maintains appropriate contact with clients, provides quality services, and ensures that Disaster Recovery Plans are completed in a timely manner.
ESSENTIAL JOB RESPONSIBILITIES:
● Meet regularly with Lead DCM to manage caseloads and keep informed of issues. ● DCMs are to be informed of program, contract, and other related information.
● DCMs are responsible for:
o Conducting a multidimensional assessment of client needs.
o Completing case documentation that is legible, accurate and complete. This includes background information, Disaster Recovery Plans, and case closures. This includes both physical and digital files via an online software system.
o Providing assistance with submission of applications for disaster assistance.
o Performing outreach activities intended to locate affected individuals needing support and assistance.
o Providing referral to appropriate medical, psychological and social work
professionals when the need of the client indicates such actions.
o Representing clients before the Unmet Needs Committee and participating in Whatcom Long Term Recovery Group (WLTRG) activities/meetings.
o Trained and mentored in best practices, policies and procedures.
o Monitored in performance with documentation as necessary, provide ongoing feedback and then communicate this information to the Executive Board.
o Provided reports and status for all cases in their portfolio as needed.
o Participating in workshops, seminars, education programs and other activities that promote professional growth and development.
o Network with existing social service agencies, psychological and psychiatric resources to establish referrals and outreach models.
ESSENTIAL KNOWLEDGE, SKILLS, and ABILITIES:
● COMMUNICATION: Ability to communicate clearly and effectively via oral and written means. Ability to present a reassuring and positive demeanor to individuals, their families, staff, supportive services personnel, and the general public. Ability to make oral presentations.
● COMPOSURE: Ability to remain calm and maintain self-control during difficult circumstances and emergencies. Ability to respond in a professional manner in all situations.
● COMPUTER: Working knowledge of Google Drive, Google Docs, and Google Sheets a plus. 45 WPM, 90% accuracy.
● DECISION MAKING: Ability to think analytically and evaluate the impact of case management recommendations. Ability to set work priorities and to evaluate and create solutions to work related problems.
● FINANCIAL: Strong math skills. Ability to assist individuals with interim financial decisions. ● NEGOTIATION: Ability to negotiate individuals down from stressful situations and potential threatening behaviors. Ability to persuade clients to make appropriate life decisions. ● SUPERVISION: Ability to delegate and ensure follow through. Ability to provide feedback in a respectful and constructive manner.
● TECHNICAL: Knowledge of the disaster and emergency response methodology. Knowledge of case management services and community resources; Federal, State and local assistance programs, housing & utility assistance and disability benefits.
● CULTURALLY RESPONSIVE: Ability to be culturally responsive to geographic location, language of choice, age, gender, religious/spiritual preferences, race/ethnicity and cultural traditions and values. Spanish speaking is desired.
TRAINING REQUIREMENTS:
Orientation: Able to attend multi-day Disaster Case Management Training.
MACHINES, TOOLS, EQUIPMENT, WORK AIDS:
Personal telephone, computer, navigation systems (google maps)
PHYSICAL REQUIREMENTS:
● Ability to communicate with individuals and their family members as well as staff and community/support services personnel to determine needs and actions to be taken. ● Ability to input data into the computer, make calculations, complete paperwork, and produce reports. ● Must be physically able to conduct home visits to include walking on uneven surfaces, climbing stairs, and standing for long periods of time if required.
